Water for the drought

It rained 3.48 inches in Seattle in 12 hours this week. Part of I-5 near Chehalis buckled due to the rain and is shut down while they dig it out and rebuild. Texas saw floods a few months ago. Yet Georgia saw Lake Lanier -- a major lake -- drop 17 feet this year due to drought. The people of that state had to contend with at-risk shellfish in Florida for water to survive. And truckload after truckload of FEMA ice sat in storage in Arkansas coughing carbon into the air instead of melting into Georgia's parched soil or into buckets for its inhabitants. It seems neither nature nor humans have achieved balance.
